Important Note:
Ministry of Human Resource Development issues NORI only to non medical category
applicants as the matters relating to (i) Higher training abroad in medical and
allied subjects; and (ii) Medical profession and medical education, come under the
purview of Ministry of Health & Family Welfare. For the purpose of issue of NORI,
the applicants falling under medical categories are those who possess medical qualifications.
No Obligation to Return to India (NORI) Certificate is required by a person who
has gone to USA on J-1 visa and has applied to Embassy/Consulate General of India
(CGI) to waive the condition of two years’ physical presence in India after the
end of visa period. Before issuing waiver, Embassy/CGI asks J-1 visa holder to get
NORI from Ministry of Human Resource Development.
Notifications are included in Schedules I, II & III of Indian Medical Council Act, 1956
as well as having medical qualifications BDS, MDS and diploma after attaining BDS
